Completing one of the following collection quests will result in a random Tier7 rare harvest. Since these are collection quests, they can only be completed once per character. There is a way around this though you can put the turn-in components into your shared bank, create a level 1 character, pick up the hand-in components from the shared bank as the level 1 character, and then hand them in to the collector on newbie island. Once that is done, drop your rare into the shared slot, delete the level 1, and then rinse and repeat.
