Make your way to the Thundering Steppes Pier. On the end of the pier, near the Nek Bell is a stairway that leads you to a ricketty walkway surounding a butte. Go to the back of it, and climb the stairs to the shack, to the left of the shack you will find Elowys Laceleaf.

Hail her to begin the quest, she seeks a butterfly collection and is too lazy to do the work herself.

She sends you out to find a Striped Blue Butterfly. I found mine in the Peat Bog, but Oakmyst Forrest is good place to look too. Any Tier 1 harvesting zone will do. Return to her and give it to her. She then sends you on two more trips to find other butterflies, return to her in the same way, each time for your reward, coin, XP and a 12 slot, 0 weight, 0 reduction pouch.

Unfortunately, you can’t buy the butterfly, you have to FIND it.
